How do you feel the cold from the photo? It was very cold on that day but I don't see how it got into the image

I lived in New York for 40 years and crossed the Queensboro bridge every day on my way to work in Manhattan,You just did a great job capturing its icy windchill ,also the river water looks still, but its an optical illusion.Again ,you transmited the esscence of the atmosphere.

Which part are you referring to? You can use crop tool to create a different view.
